Community halls as UMNO's exclusive operation offices?

This is my letter to Dewan Bandaraya KL to do the needful.

Nobody has exclusive right to use community halls. As the name suggest, community halls are for the use of the community, on a first-come-first-served basis, and nothing else. I see the current situation as an abuse of power and DBKL has to fix it.

Ini adalah surat yang dihantar oleh saya kepada Dewan Bandaraya KL supaya tindakan yang sepatutnya diambil.

Tiada siapa mempunyai hak eksklusif untuk menggunakan dewan komuniti. Dewan komuniti adalah untuk digunakan bagi tujuan penduduk kawasan (komuniti) dan diatas 'siapa cepat dia dapat' sahaja. Jelas sekali keadaan sekarang berlaku kerana salah guna kuasa dan pihak DBKL mesti mengambil tindakan yang sewajarnya.

這是我寫給吉隆坡市議會﹐呼籲他們採取必要行動的信件。

無人能擁有專門使用社區會堂的權力。就如標題所說的﹐ 那是為了鄰近民眾使用的地方﹐而且是以先到先得的方式取得使用權﹐謹此而已。我認為當前的情況顯然的是個濫權事件而吉隆坡市議會應當即刻處理。


DBKL acted against tardy contractor for rubbish collection

I wish to record a word of thanks to DBKL for their swift action against the contractor responsible for rubbish collection in Section 2 in Wangsa Maju. I hope DBKL can continuously monitor this problem in the whole of Wangsa Maju on their own and rectify the situation without me getting into the picture all the time. Syabas DBKL!

Swearing-in ceremony of Members of Parliament

Today's session, which began at approximately 10.00 a.m., was mainly preoccupied with the election of the Speaker of the Dewan Rakyat, swearing-in of individual Members of Parliament totalling 222 members and finally election of the Deputy Speakers.

The position of the Speaker of the Dewan Rakyat was won by YB Pandikar Amin as he was the only nomination. The positions of the two Deputy Speakers however had three nominations, namely YB Datuk Dr Wan Junaidi Bin Tuanku Jaafar, YB Datuk Ronald Kiandee and YB Tan Seng Giaw. The first two YBs were successful in their election.

The first two newly elected lawmakers to be sworn in as Members of Parliament were the PM and the Deputy PM. My turn to be sworn in came about at approximately 12 noon.

It is important to note that newly elected lawmakers only become full-fledged Members of Parliament after they have taken their oath of office.

The gist of my swearing-in statements essentially covers my solemn declaration:
1. That I, Wee Choo Keong, being chosen as a member of parliament, vow to honestly fulfill my obligations to the best of my ability, and
2. I pledge my true loyalty to Malaysia, and ,
3. I vow to preserve, protect and defend the Constitution

Tomorrow, the Yang Di Pertuan Agong, Tuanku Mizan Zainal Abidin, will officially open the first session of Parliament which will be followed by His Royal Address.

今天的國會議程約在上午十點開始﹐內容大多是關於下議院議長的推選﹐和總數222位國會議員的個人宣誓就職儀式。

議 長的席位是由尊貴的PANDIKAR AMIN在沒有對手的情況下獲得﹐兩名副議長席位卻有三人角逐﹐那就是YB Datuk Dr Wan Junaidi Bin Tuanku Jaafar, YB Datuk Ronald Kiandee 和 YB Tan Seng Giaw。前述兩位議員成功獲得副議長席位。

頭兩位宣誓的議員就是我們的正副首相。輪到我的時候都已經中午12點了。

必需要強調的是﹐新任國會議員只有正式宣誓就職﹐才能真正的受承認為國會議員。

我所宣誓的內容如下﹕
1. 我﹐黃朱強﹐身為被人民委託之代議士﹐宣誓將竭盡全力忠實的履行我的義務﹐和
2. 我真誠的效忠馬來西亞﹐和
3. 我宣誓保存﹐維護和捍衛聯邦憲法。

明天﹐國家元首 Tuanku Mizan Zainal Abidin 蘇丹陛下將會親自為國會第一次會議開幕。

First session of 12th Parliament begins today!

Later this morning the 12th Parliamentary Session will begin with the swearing-in of all Members of Parliament.

Those who wish to come as observers for any parliamentary proceeding (and I have been told all seats in the public gallery for the first session have all been taken up by immediate families of MPs for their swearing-in ceremony) must be properly attired. Suit and tie are the minimum for men.

I look forward to the parliamentary proceedings when yours truly will be given the opportunity to do real work for Wangsa Maju-ians and the rakyat of Malaysia. My first task will be to set the framework to ensure I get all the answers to questions that I have submitted to parliament 21 days before the proceeding.

Wish me well and continue to give me your strong support.

Sesiapa yang ingin menjadi pemerhati untuk mana-mana sidang parliment ( dan saya diberitahu bahawa semua kerusi di galeri awam untuk sesi pertama telah diambil oleh keluarga terdekat Ahli Parlimen untuk upacara angkat sumpah) perlu memakai pakaian yang sesuai. Sut dan tali leher adalah yang paling ringkas untuk lelaki.

Saya memandang kehadapan untuk sidang parlimen dimana saya benar-benar diberi peluang untuk melakukan kerja sebenar untuk penduduk Wangsa MAju dan Rakyat MAlaysia. Tugas pertama saya adalah untuk membuat rangka kerja bagi memastikan saya mendapat semua jawapan bagi soalan-soalan yang telah saya hantar ke parlemen 21 hari sebelum persidangan.

Doakan kejayaan saya dan teruskan memberikan sokongan kuat anda.

Some pixs of our 'soft' opening earlier this evening

About 80 Wangsa Maju residents dropped by at the yBerkhidmat Service Centre this evening to grace our 'soft' opening. Light food and refreshments were served. We got down to 'business' as soon as we were made aware that some residents have issues to discuss with me. The following were some of the pictures I have managed to short list.

I was most touched by everyone's presence and I want to say a big thank you to all who have come to say hello and show their support.

It has been a glaring fact for a long time that illegal immigrants have dominated Jalan Petaling. Illegal immigrants are one of the biggest national problems in Malaysia. Malaysians have had enough of the illegal immigrants, who are the social menace in the country. It is the duty of all Malaysians to take actions to get rid of these unwelcome illegal immigrants from Malaysian soil.

DBKL, Immigresen dan Polis perlu mengambil tindakan serta merta terhadap pendatang tanpa izin

Telah menjadi kenyataan bahawa sekian lama pendatang tanpa izin telah mendominasi Jalan Petaling. Pendatang tanpa izin adalah salah dari masalah terbesar negara Malaysia. Rakyat Malaysia telah jemu dengan pendatang tanpa izin yang menjadi ancaman sosial pada negara. Menjadi tugas setiap rakyat Malaysia untuk mengambil tindakan untuk menghapuskan pendatang tanpa izin dari tanah Malaysia.

Ia adalah untuk kepentingan negara bagi DBKL, Polis dan Jabatan Imigresen segera mengambil tindakan bersama untuk menangkap dan menghantar pulang pendatang tanpa izin di Jalan Petaling dan dibahagian lain serata negara.

Persatuan Penjaja Kecil KL dan Presidennya : CHan Kai Mun

Pada 1991, pihak polis sendiri telah membuat dua laporan (Laporan Petaling Jaya No: 3375 / 1991 & 1040 / 1991) terhadap Chan Kai Mun, Presiden Persatuan Peniaga dan Penjaja Kecil KL. Dengan bersandarkan dua laporan polis ini pada 1991 Chan Kai Mun telah dihalang dari meninggalkan Malaysia oleh Jabatan Imigresen dekat Lapangan Terbang Subang lama dan kemudian dirahan oleh polis. Selepas ditahan 60 hari, beliau telah dibuang negeri oleh Menteri Dalam Negeri ke Cameron Highland.

Ia adalah satu rahsia terbuka bahawa Chan Kai Mun terlibat dengan gangsterisme dan aktiviti jenayah lain dan telah melakukan jenayah di Jalan Petaling untuk sekian lama. Adalah satu fakta yang tidak dapat dinafikan bahawa hanya seseorang yang memiliki karakter yang dipersoalkan dan diketahui ramai telah ditahan oleh polis dan kemudian dibuang negeri oelh Kementerian Dalam Negeri.

Persatuan tidak pernah mempunyai ahli melebihi beberapa ratus apatah lagi seramai 100,000 seperti yang didakwa oleh Datuk Ang Say Tee, yang merupakan Ahli Jawatankuasa MCA Cawangan Ampang. 100 000 ahli merupakan pembohongan terang-terangan oleh Datu Ang, merupakan ahli perniagaan yang cuba menonjolkan dirinya sebagai penjaja. Ia adalah rahsia terbuka bahawa kurang dari 100 ahli menghadiri mana-mana menyuaratnya. Persatuan ini hanya merupakan barisan untuk Chan Kai Mun.

吉隆坡市议会、移民局和警方:即刻采取行动对付非法移民

茨厂街长期被非法移民占据的问题已经是个不争的事实,非法移民问题也是其中一项马来西亚所面对巨大课题。大马人已经对这些非法移民忍无可忍,而且他们的存在也对社会安全形成威胁。作为马来西亚公民,我们有责任采取行动,把这些不受欢迎的非法移民赶出我们的国土。

以国民利益作为出发点,吉隆坡市议会、警方和移民局应该马上联合起来,对茨厂街和全马各地的非法移民采取行动,逮捕并把他们遣返回国。

吉隆坡小贩小商公会以及该公会主席陈玉美

警 方在1991年曾对陈玉美(Chan Kai Mun)提出两项控状(八打灵再也警署 报告编号:3375 / 1991 及 1040 / 1991),陈玉美是吉隆坡小贩小商公会(K L Hawkers & Petty Traders Association)主席,简称“公会”。根据这两份警方纪录,在1991年,陈玉美违反移民局规定,擅自出国,于苏邦机场(Subang Airport)被捕。经过60天的扣留后,他被内政部限制拘留在金马伦高原。

长久以来,众所周知,陈玉美在茨厂街一带从事私会党以及其他的犯罪活动。一个不能否认的事实就是,一个人只有在拥有令人置疑的品行和恶名昭彰的情况下,才会被警方扣留并被内政部限制拘留的。

拿 督洪細弟(Datuk Ang Say Tee)声称该公会代表了10万名会员的利益,而实际上该公会从来也只有数百名会员,他同时也是马华安邦支部委员。洪細弟声称的10万名会员是个谎言,他 只是企图把自己当成一名小贩,来掩盖他是名商人的事实。其中一个公开的秘密就是,该公会每次的会议出席人数从来也只有数十个人,该公会只不过是被当成陈玉 美的前线吧了!

Al Fatihah - Rustam A Sani

Academician, scholar and political activist Rustam A Sani passed away suddenly at about 2.30 a.m. at his home in Gombak this morning. He was 63.

He is survived by his wife, Rohani, his children - Azrani and Ariani - and grandaughter, Arissa.

He will be buried at the Taman Ibukota Muslim Cemetery in Gombak after Zuhur prayers.

Rustam was a newspaper columnist and a poet. He was also involved in a multitude of political, social and literary activities.

yBerkhidmat Service Centre open!


Now you know exactly where to find us!

After more than a month after the 12th General Election, I am happy to announce that our service centre will be in operation starting tomorrow (23 April 2008) evening at 8.00 pm.

Please note the occasion will be considered a 'soft' opening. We will hold an official opening at a later date when the centre is more fully equipped and staffed. I thank you all for your patience and hope Wangsa Maju-ians appreciate the fact that it takes time to set up the centre from scratch.

The necessary minimum facilities are installed as of today with the exception of air-conditioning which the contractor had promised will be ready tomorrow.

Please expect to see me sitting in front of a coffee-shop table on loan from Restoran Z One downstairs when you drop by. "Every journey begins but with the first step" and with God's grace I hope we'll reach our destination sooner than we expect.

So please do drop by should you have the time. I look forward to meeting as many of my constituents, who have helped put me into parliament to serve them, before the first parliamentary session kicks off on Monday, 28 April.

I am sure we'll have a lot to talk about. Come, meeting you face to face will be my greatest satisfaction. I shall remain always your yangBerkhidmat.

Media release re Jalan Petaling as reported in The Star

ON THE ISSUE OF ILLEGAL IMMIGRANTS DOMINATING JALAN PETALING AND DBKL NOT TAKING ACTIONS

The Star report in page M4 today:

“ASSOCIATION TELLS WEE NOT TO INTERFERE”

THE DBKL, IMMIGRATION DEPT. AND POLICE TO ENGAGE IN A JOINT ACTION TO WEED OUT ILLEGAL IMMIGRANTS IN MALAYSIA

On page M4 of The Star headline of today reads: Association tells Wee not to interfere – City Hall and MP handling the problem. This headline is a definite SLANT to protect the BN controlled DBKL, Ministry of Wilayah Persekutuan and the illegal immigrants. Whoever tries to protect illegal immigrant is doing a disservice to the nation.

Background to this media statement

For the background: on 19-04-08 I have issued a press statement in respond to the Deputy Minister of Wilayah YB Datuk Saravanan’s attack on my stand on illegal immigrants in the Wilayah Persekutuan Round Table Conference and my statement was not published in The Star for obvious reason. But the Deputy Minister's statement to the effect that DBKL cannot take harsh actions against illegal immigrants because Jalan Petaling is a tourist destination was published in the same newspaper.

Of course, I protested to the Star because I was denied the right to a reply. I feel that it is the basic rule in professional journalism that one should always be allowed to reply. I am really pleased that today a small part of my statement was, of course, published in the Star.

The Star said report headlined: Association Tells Wee Not To Interfere shows that it has no in-depth knowledge of this association called: KL Hawkers and Petty Traders Association (hereinafter referred to as the “Association) and the problems of illegal immigrants in Jalan Petaling and throughout Malaysia.

For a start, the said Association has been headed by its president one Mr Chan Kai Mun, who was in the early 1990s banished to Cameron Highland by the Home Ministry as a restricted residence (kena buang negeri) due to his criminal activities in Jalan Petaling and KL. But he returned to KL just after 3 months in Cameron Highland which was and still is a holiday resort, and his short 'resrticted residence' period was extremely unusual.

Beautification Project in Jalan Petaling

Prior to the Beautification of Jalan Petaling Project around 2001/2002, this Chan Kai Mun has put up his own electricity meters around Jalan Petaling and he was collecting electricity charges from the hawkers averaging RM300 to RM500 per month per hawker (RM0.70 per bulb and RM1.50 per florescent tube) per session (from 12:00 noon to 5 pm for the afternoon session and 5 pm to 11 pm for the night session) for more than 20 years.

In fact during the DBKL beautification project, the Association president was openly allowed by DBKL to lay his personal underground cables to each hawker stall for the supply of electricity. The Association president was allowed to collect the electricity charges even after the beautification project was completed. The Association president was indeed a very powerful figure in DBKL. I wonder WHY? DBKL should explain why no actions were taken for so many years to stop this activity of the Association president?

There are more than 800 licenced hawkers and a few hundred unlicenced ones. The collections per month by the said Association president was more than RM100,000.00!

The hawkers were extremely unhappy as they felt that the charges were highly excessive and they were licenced hawkers and such services should have been provided by DBKL. The hawkers knew that the collections of electricity charges were unlawful. But the hawkers dare not openly protest because of the Association president’s known notorious background (which is an open secret). They sort my help even though I was no longer the MP for Bukit Bintang.

Since I was active in Bukit Bintang under Malaysian Democratic Party (MDP), I had no alternative but to fight for the hawkers. I have had many meetings with DBKL over the collections of the electricity charges by the said Association president and DBKL agreed in principle that no one has the right to collect electricity charges from the hawkers.

Unfortunately, DBKL did not take any action to stop this activity until 2003 when DBKL heard that I intend to file an action in Court to apply for an order to force DBKL to take actions to stop these unlawful activities. DBKL finally issued a notice to all the hawkers notifying them that no one is authorised to collect the electricity charges in Jalan Petaling. Hence these unlawful activities were stopped. Now the hawkers paid a flat rate of about RM200.00 throughout the day with no restriction on the usage of electricity. They were extremely happy.

The Association was used as a platform

The Association is not really the Association of the hawkers in Jalan Petaling. The Association is dominated by its president Chan Kai Mun and his boys like DATUK ANG SAY TEE. The hawkers generally feel threatened by personality of Chan Kai Mun. It is a general knowledge that the said Association does not represent the hawkers in Jalan Petaling. The said Association has been used as a platform and a front for Chan Kai Mun, who was a restricted resident, and other businessmen.

I call upon the police to check whether Chan Kai Mun is still involved in the illegal activities in Jalan Petaling and elsewhere.

The Association’s deputy president Datuk Ang Say Tee

DATUK Ang Say Tee (hereinafter referred to as DATUK ANG) was never a hawker in Jalan Petaling. He was never a hawker but a well to do businessman. It is extremely unusual for a hawker to be conferred the title of Datuk. I think that DATUK ANG is the only official in a hawkers association throughout the country that is conferred Datukship and I believe that like many other Datuks, he must have contributed a lot to the state that conferred him the Datukship!

DATUK ANG - MCA Background

DATUK ANG was and still is a businessman in the garment business in Jalan Kenaga area. DATUK ANG is a member of MCA. DATUK ANG was the vice-chairman of MCA Ampang Division and now a committee member only.

So it is now understandable why DATUK ANG made such a statement asking me not to interfere even though he knew that Jalan Petaling is dominated by illegal immigrants. DATUK ANG was just carrying out the policy of BN to protect the illegal immigrants. It is also understandable that The Star had to perform its duties accordingly and slanted its reporting the way it did. But facts are facts. Nothing can change facts.

DBKL duty to KL residents and the community

The KL residents have spoken on 8th March. It is now an undisputed fact that the illegal immigrants are a problem in Jalan Petaling and the whole of Malaysia, and they caused untold miseries to Malaysians generally.

Our national interests dictate that our securities are the most important aspect of the nation and also jobs and business opportunities must be reserved for Malaysians.

Further, DBKL and the government must take note that generally ILLEGAL immigrants in any part of the world caused social problems to the nation and they are not welcomed.

For our national interests, I call upon DBKL, Immigration Department and the police to immediately engage in a joint action to weed out illegal immigrants in KL and other parts in Malaysia starting in Jalan Petaling.

With these 'evidence,' DBKL and the Federal Territory Ministry cannot be blind to the issues that I have been highlighting to them, and, on this blog.

The fact that there is great reluctance on their part to act and rectify the situation suggests that there may be something unwhole$ome happening behind the $cene$.

The illegal structures ... the blatant disregard for traffic flow ... unlicensed stalls set up by illegal immigrants in the middle of the road ... they are here for all to see!

Look, there is even this DBKL 'office' equipped with CCTVs permanently located here to monitor the place! DBKL's continuous claim that they are 'not aware of what's happening' cannot work anymore. What gives?



Latest addition, 23-04-08: Apparently, as I have been told, DBKL often has one of thier trucks parked nearby for 'show' only or as a suitable means to effectively let some cohorts know that they are pre$ent to do their due$.

Round table conference organised by FT Ministry

THE ROUND TABLE CONFERENCE ORGANISED BY FT MINISTRY

During the Round Table Conference on 17-04-08 I have raised 12 issues and these 12 issues have already been raised with Datuk Bandar KL. All the 12 issues raised by me were unanswered except for the issue of DBKL not responding to public complaints. The same 12 issues were brought up at the Round Table Conference and not one of the 12 issues were addressed by the Ministry for FT. YB Datuk Zulhasnan, the Minister for FT and YB Datuk Saravanan, Deputy Minister remained silence throughout the events.

All the 12 issues were posted in my blog: www.wechookeong.blogspot.com. I knew that the Ministry of FT read my blog because its Deputy Minister had quoted certain things from it but he was not interested in providing solutions to the issues raised.

Instead of providing answers or solutions to the 12 issued raised by me and other issues raised by other MPs, the Deputy Minister was more interested in looking for the slightest reason to attack the 10 Pakatan Rakyat MPs.

I note in today Star (Metro) with dismay that YB Datuk Saravanan, Deputy Minister for WP, has said that Chinatown is a tourist destination and therefore they cannot take harsh actions against the illegal immigrants trading in the place. He also said that the Ministry had to allow the operators to adjust themselves and the Ministry cannot just carry out harsh enforcement.

What a shocking statement coming from a Deputy Minister for FT! It is always the policy of the government to arrest and deport illegal immigrants from our country. In fact, it is the established policy of all countries to deport illegal immigrants. But the Ministry of FT seemed to have extreme tolerance for illegal immigrants. Is this extreme tolerance for illegal immigrants trading in Malaysia a new government policy?

The Deputy Minister also said that the people should not go to their MPs to complain about the inefficiencies of DBKL and Ministry of FT, and he offered to spend half a day to attend to the people's complaints. The Minister and Deputy Minister should have provided such service to the people from day one. But they didn’t do it before. It is better late than never. In order to fulfill the Ministry’s new policy in attending to people's complaints, the Minister and his deputy should advertise their respective handphone numbers for easy public access.

I call upon the Minister of FT to clarify the following:

1. Whether it is the new BN government policy to exercise extreme tolerance for illegal immigrants trading in Jalan Petaling or elsewhere in Malaysia and where possible to condone their existence?

2. Why the Ministry could not solve the flood problems in KL?

3. Why the Ministry could not change the public perception of the image of DBKL that “Corruption is synonymous with DBKL and DBKL is synonymous with corruption?

4. Why the Ministry was unable to provide solutions to resolve the well known inefficiencies of DBKL and Ministry of FT in dealing with collection of rubbish, clearing up clogging drains and etc?

Dalam mesyuarat yang diadakan pada 17 April, saya telah membangkitkan 12 perkara dan 12 perkara ini memang sudah dibangkitkan dahulu. Semua perkara tersebut tidak dijawab kecuali perkara di mana pihak DBKL tidak menjawab aduan-aduan daripada orang awam. (Nota penterjemah, DBKL menjawab aduan bahawa tiada jawapan untuk sebarang aduan dengan tidak memberi jawapan kepada aduan. Keliru? Saya pun keliru. Lebih baik membayar cukai pintu dengan cara tidak membayarnya) 12 aduan telah dibangkitkan dalam mesyuarat itu satupun tidak dilayan oleh Menteri WP. YB Datuk Zulhasnan, Menteri WP dan YB Datuk Saravanan, Timbalan Menteri kekal berdiam diri sepanjang masa ini.

Kesemua perkara tersebut telah dirakam dalam blog saya (sila rujuk www.wechookeong.blogspot.com). Saya tahu Kementerian WP membaca blog saya kerana Timbalan Menteri menyebut perkara tertentu daripadanya namun dia tidak berminat dalam memberi penyelesaian kepada perkara-perkara yang dibangkitkan.

Beliau tidak memberi jawapan/penyelesaian kepada 12 pekara yang dibangkitkan oleh saya serta perkara-perkara lain yang dibangkitkan oleh wakil rakyat lain tetapi lebih berminat mencari sebab-sebab yang paling remeh untuk membidas 10 orang wakil rakyat daripada Pakatan Rakyat.

Saya dapat baca dalam akhbar the Star (Metro) hari ini dan rasa kesal bahawa YB YB Datuk Saravanan menyatakan bahawa Chinatown adalah tempat pelancongan dan oleh itu mereka tidak boleh mengambil tindakan terhadap pendatang haram yang berniaga di situ.

(Nota penterjemah: kenyataan ini mungkim menarik perhatian tauke-tauke rumah pelacuran yang telah banyak menyumbang kepada kesejahteraan ekonomi negara negara asing).

Beliau juga menyatakan bahaw kementerian terpaksa membenarkan pengendali-pengendali di situ menyesuaikan diri dan kementerian tidak boleh mengambil tindakan tegas.

(Nota penterjemah: dari segi pengurusan kewangan, jika kementerian ini tidak boleh bergerak, lebih bermakna jika duit rakyat digunakan untuk membantu golongan miskin, cacat, yatim piatu dsb).

Ini adalah kenyataan nan amat menakjubkan daripada seorang Timbalan Menteri WP! Memanglah amalan kerajaan untuk menangkap dan menghantar pulang pendatang-pendatang haram daripada negara kita. Bahkan, ini adalah amalan tetap semua negara lain. Walaubagaimanapun, Kementerian WP nampaknya sangat bertolak ansur dengan pendatang-pendatang haram. Adakah sikap amat bertolak ansur kepada pendatang haram supaya boleh berniaga di Malaysia merupakan amalan baru kerajaan Malaysia?

Timbalan Menteri juga mengesa orang ramai supaya jangan pergi jumpa wakil rakyat untuk membuat aduan mengenai kepincangan DBKL dan Kementerian WP, dan dia menawar setengah hari untuk melayan aduan orang awam. Menteru dan Timbalannya seharusnya menawarkan perkhidmatan ini semenjak hari pertama. Namun mereka belum pernah buat ini. Lebih baik buat lewat daripada tidak buat langsung. Untuk memenuhi amalan baru Kementerian supaya menjawab aduan-aduan awam, pihak Menteri dan Timbalannya harus mengiklankan nombor telefon bimbit masing-masing untuk kemudahan pihak awam.

Saya menyeru Menteri WP agar menjelaskan perkara-perkara di bawah:

1. Adakah amalan baru kerajaan baru BN untuk amat bertolak ansur dengan pendatang haram di Jalan Petaling dan tempat-tempat lain di Malaysia bahkan membenarkan kewujudan mereka?

2. Mengapa Kementerian tidak dapat menyelesaikan masalah banjir di KL?

在2008 年4月17日召开的圆桌会议中,我提出了12项问题,而这12项问题也已经向吉隆坡市长提出。本人说提出的12项问题并没有获得任何答案,除了其中一项关 于市议会没有对公众的投诉作出回应的事项。同样的问题在圆桌会议上再次的被提出,而直辖区部长完全没有关注这12项问题中的任何一项。直辖区部长祖哈斯南 (Zulhasnan Rafique)以及直辖区副部长沙拉瓦南(M. Saravanan)在整个事件中继续保持沉默。

所有12项问题已经在本人的部落格中公开。本人晓得直辖区部长有在阅读本人的部落格,因为他在会谈中引述了本人部落格中的内容,尽管如此,他并没有兴趣对这些已经提出的课题作出任何解决方案。

辖区部长不但没有为本人提出的这12项问题,以及其他议员提出的事项提供答案,反而利用一些琐碎的理由攻击人民联盟的10位国会议员。

本人留意到近日在星报(吉隆坡版)的一篇令人失望的报道,该报道说直辖区副部长沙拉瓦南表示茨厂街是旅游区,因此他们无法匆促的采取行动对付非法移民在当地开设的贩摊。他也说该部需要让执法人员做出调整,因此该部无法即可采取执行。

这种声明出自直辖区副部长的口中是令人惊讶的!本国政府本来就有逮捕和驱逐非法移民的政策。实际上,所有国家都有设定有关政策驱逐非法移民,可是看来我们的直辖区部对非法移民是如此的宽容,是否这种对非法移民在大马的贩卖活动的极度宽容也是新政府的一项政策呢?

副 部长也表示民众不应该去向他们的国会议员投诉市议会以及直辖区部的低效率,他答应会腾出半天时间倾听人民的投诉。部长和副部长早就该在上任头一天为人民提 供这样的服务了,可是他们从来都没有这样做过。迟到好过没到,为了让该部的新政策更加圆满,部长和副部长应该公开他们的手机号码以方便民众联络。

本人呼吁直辖区副部长澄清以下事项:

1。刻意无度的容忍非法移民在茨厂街又或者是马来西亚的贩卖活动,以及对这些人的存在视如不见,是否是国阵政府的新政策呢?

2。为何该部无法克服吉隆坡的水患问题?

3。为何该部无法纠正民众对“吉隆坡市议会等同贪污”的印象?

4。吉隆坡市议会和直辖区部对垃圾收集和沟渠疏通的低效率是众所周知的,为何该部长久以来无法提供解决方案来克服这些问题呢?

"This Government continues to guard against abuse of its powers, and is now proposing measures to further solidify and entrench the doctrines of good governance and the rule of law....

DBKL, Oh DBKL! Tidur lagi ke?

Had a round table meeting with DBKL this morning but was utterly disappointed with their lackluster attitude and work ethics. I couldn't help but walked away from the meeting with this conclusion. That DBKL = CORRUPTIONS AND MORE CORRUPTIONS!

Read for yourself the comebacks that I have received, or not received, for questions I put forward to them earlier this month.

Questions for Datuk Bandar submitted by Wee Choo Keong, MP for Wangsa Maju, to Datuk Bandar for answers during meeting on 07 April 2008 with the 10 MPs

1. The DBKL Advisory Board. We demand that all MPs in WP should be made ex-officio of the Advisory Board.

No decision made.

2. Objection by residents on future development on Lot 2398 Taman Setapak Indah, Mukim Setapak (Ref: DBKL.JPKB. 6471 / 2001): Development from Kindergarten Land to residential units. Residents sent letter in August 2003 until today no reply. Why? What happened to it now? Please give full detail.

Up till today, 16 April, there is still no reply form DBKL. 3 days delivery system? What a big joke!

3. What is Datuk Bandar’s view on the post of Datuk Bandar KL is to be elected by the residents of KL?

Minister agreed to bring this to the attention of the Government. So I would like to see what the decision is. I have also tabled a similar question in Parliament.

4. Sri Inai Townhouse (Phase 5 C) Lot No: 24280 (Sub lots 732 – 782) – Still no Certificate of Fitness for occupation since 07 November 2002 & Strata Title. Why? What actions have DBKL taken on this matter?

Up till today, 16 April, there is still no reply. 3 days Delivery System?. Please check the number of days.

5. I sent a letter dated 31 March 2008 to Pejabat Datuk Bandar concerning the cutting of trees along Jalan Genting Kelang. I asked for particulars of project i.e. purpose of project, value of project, why carried out project in secrecy, who was awarded with the contract for the project and whether the award was by way of Open Tender.

Up till today, 16 April, I still have not received the information with regards to the questions of open tender and which company was awarded the project.

6. Kg Puah – flood because of no proper embankment – over flow of Sungai Gombak. I was told that there was a project to erect the embankment for Sungai Gombak but it was abandoned after minor works were carried out. DBKL need to do up the embankment along the Sungai Gombak otherwise the residents will have to suffer again when heavy downpours of rain occur again.

(i) During the recent flood (a few days ago), many resident along the side of the Sungai Gombak have suffered damage due to the flood. DBKL should provide some financial assistance to them. Is DBKL going to give subsidy the flood victims?

What happened to the embankment project? How much have been paid? Who is the contractor? Why was it abandoned? What are the actions to be taken by DBKL to stop the flood permanently?

7. Allegations of CORRUPTIONS and CORRUPT PRACTICES are rampant in DBKL. For example:

(i) a few days ago a KL resident was asked to pay RM700 to a DBKL officer for chopping a fallen tree. At least agreement was reached for RM400-00. I have given the full particular of the said DBKl officer to En A J Shaari for action.

I have received a standard reply on 14 April – “in the process of investigations and the findings will be forwarded to me.” I am certain that I will not receive a reply unless I chase for it.

(ii) Petaling Street. Where the center (from the entrance of Jalan Tan Cheng Lok up to Hong Leong Bank junction with Jalan Hang Lekir) was totally blocked by hawkers selling mainly FRUITS and manned by mostly illegal immigrants. Photos. (No. 1 & 2) given to Datuk Bandar.

Note:

In the meeting on 07-04-08, Datuk Bandar had promised that actions will definitely be taken.

As usual nothing had happened. The illegal immigrant/unlicensed hawkers, who are working for a Chinese boss, are still hawking in the centre of Jalan Petaling with impunity as though there are no laws in KL.

On 16-04-08 I have sent a sms to Tuan Shaari bin Ahmad Junid that nothing has been done about this report to Datuk Bandar.

In the morning at about 11 am on 16-04-08, I got a call from DBKL officer from Jabatan Penjaja that they didn’t take actions against the illegal immigrant hawkers because the department is negotiating with the Persatuan Peniaga Kecil Kuala Lumpur.

What a stupid answer I have ever heard. How the DBKL could tolerated the ILLEGAL IMMIGRANTS, WHO ARE AT THE SAME TIME UNLICENCED HAWKERS?

I immediately told the officer that his reasoning for not taking actions was most unacceptable. The fact that illegal immigrants are involved then actions had to immediately taken to protect our citizens. In this case, DBKL turned blind eyes. Then he said that notice will be issued.

I believe that corruptions and corrupt practices are involved otherwise DBKL will not find excuses for the illegal immigrants.

It is not difficult for Datuk Bandar to witness the blocking of road in Jalan Petaling by the illegal immigrants. All Datuk Bandar needs to do is to look at the CCTV system, which was put up by DBKL for security purposes. It seems to me that Datuk Bandar was not aware of all this because he is either asleep all the time or condone corruption!

(iii) When the Jalan Petaling Beautification Project was launched in 2001, the then Datuk Bandar has pledged that no permanent structure be allowed to be erected in Jalan Petaling and all hawkers had to remove their property after business hours. Photos No: 4 was given to Datuk Bandar and he promised actions to be taken.

Until this date (16-04-08) no actions have been taken by DBKL to remove or clear all the permanent structures. When complaints were tabled by MP to Datuk Bandar and yet no actions were taken because of one reason only – CORRUPTION involved.

(iv) An unlicenced hawker, who is also the boss of those illegal immigrant hawkers selling things in the centre of Petaling St ( see photos No. 1 & 2 given to Datuk Bandar), was allowed to erect a permanent stall at the corner of the road next to Furama Hotel) at Jalan Sultan (Show photo No: 5)

Note:

Of course, no actions have been taken up till today 16 April. The usual standard practice of DBKL on such matter!!! Why? Datuk Bandar should know why, isn’t it?

8. There are too many housing and commercial building developments (especially by the developer Platinum Victory Sdn Bhd) been approved by DBKL for Wangsa Maju without taking into consideration the infra-structure for the area. There were over-development in Wangsa Maju that causes traffic jams in Jalan Genting-Kelang everyday.

(i) DBKL to check whether the housing and commercial building projects in Wangsa Maju undertaken by Platinum Victory Sdn Bhd has strictly conform with the DBKL development policy.

(ii) Request that a huge piece of DBKL land, which was a lake many years ago, in Wangsa Maju was alienated to a development company (believe to be Platinum Victory Sdn Bhd). On what ground this land was alienated. Was there a private tender for this project.

9. Privatisation of Parking lots: Why given to only a few companies. One of which is Satu Padu Sdn Bhd, Asas Budiman Sdn Bhd, Panaxis Sdn Bhd (in front of Victoria Station, Near Bangsar – RM3,000 rental per month) Was the award of contract by way of OPEN TENDER?

i. Pasar Selayang – parking contract awarded to Islamic University Sdn Bhd previously for RM435,000. Why this year it was for RM405,000-00

During the meeting on 07-04-08, a Chinese DBKL officer promised to provide full details of companies that being awarded the contract to collect parking charges.

As usual until this date (16-04-08), I have not received any information from DBKL. This is the promised Delivery System of 3 DAYS!!! When can I be given the detail list?

No answer with regards to Pasar Selayang parking contract to Islamic University Sdn Bhd being reduced from RM435,000-00 to RM405,000-00 annually? Why? Was the reduction due to involvement of a veteran UMNO politician? Until this date (16-04-08) there was no reply from DBKL? Where is the delivery system of 3 days. I need DBKL need a delivery system of 3 years.

10. Contract for cutting of trees in WP expired in July 2007 and there was no new contract entered into. DBKL carry on using the same contractor on a month to month basis. WHY? Jabatan Taman & Seni did not sign new contract?

Until today (16-04-08) no reply from DBKL? Why no answer? Delivery system sudah koyakkah?

11. DBKL entered into an agreement with Green Packet company’s subsidiary called Packet One Sdn Bhd to provide KL Wireless and the cost of this project is over RM60 million.

Was there a proper visibility studies done on this project? Was there an Open Tender for this project? If not, why not.

12. Rumah Sampah in Section and other parts of KL in a bad state. What happened to the budget of RM1 million?

13. Tanah Hakmilik MA/WP Lot 21717 – PT 1123 Mukim Setapak, KL. On 23-11-07 DBKL has issued notice to the people and businesses to quit from the said land. On 03-04-08 DBKL issued another notice to quit to the same people and business another notice to quit but the purpose for the notice was different to their earlier notice i.e. Cadangan Mempertingkatan Jalan Genting Kelang Dari Persimpangan Jalan Air Panas hingga Persimpangan Jalan 1/27A, KL. How could two notices to vacate were issued for two different purposes and what are the arrangement for those involved in that area.

Pagi tadi telah mangadakan mesyuarat dengan pihak DBKL tetapi saya amat kecea dengan sikap leka dan etik kerja mereka. Saya tidak dapat buat apa-apa kecuali meninggal mesyuarat ini dengan satu rumusan – DBKL dengan rasuah dan lebih banyak rasuah.

Bacalah sendiri jawapan-jawapan nan saya terima, atau belum terima, kepada soalan-soalan yang telah dituju kelapade mereka awal bulan ini.

Soalan-soalan untuk Dato’ Bandar daripada Wee Choo Keong, Wakil Parliament (WP) Wangsa Maju, untuk mesyuarat pada tanggal 7 April 2008 dengan 10 WP lain.

1. Mengenai Jawantankuasa Penasihat – kami minta semua WP di Wilayah Persekutuan dilantik sebagai ex-co jawatankuasa ini.

Tiada keputusan

(Pendapat penterjemah: ini akan menyusahkan prosess keputusan DBKL yang berunsur politik, oleh itu mustahil mereka akan setuju, meskipun kesejahteraan rakyat dan pembayar cukai yang seharusnya diambil kira sebagai factor utama)

2. Bantahan para penghuni untuk pembanguan di Lot 2398 Taman Setapak Indah, Mukim Setapak (Ref: DBKL.JPKB. 6471 / 2001): pembangunan daripada tapak tadika kepada unit-unit kediaman. Para penghuni telah menghantar surat di Ogos 2003 tetapi sampai hari ini tiada jawapan. Mengapa? Apa sudah berlaku? Sila beri maklumat penuh.

Sampai hari ini, 16 April, thiada jawapan daripada DBKL. Sistem hantaran 3 hari? Jeaka betul!

(Pendapat penterjemah: kita memang tiada budaya mengambil tanggungjawab di kalangan penerima bayaran cukai di mana jawatan mereka tidak bergantung kepada penilaian menerusi undi-undi pembayar cukai)


3. Apakah pandangan Datuk Bandar mengenai jawatan Datuk Bandar KL adalah dilantik menerusi pilihanraya oleh penghuni2 KL


Menteri setuju membawa soalan ini untuk perhatian kerajaan. Oleh itu saya minat tengok apakah keputusan ini. Saya juga mengemukakan soalan yang sama dalam parliament.

(Pendapat penterjemah: mengapa untuk kerajaan? Patut Tanya rakyat! Adakan satu referendum di mana semua penghuni di KL pilihan mau atau tidak. Menteri ini menganggao pembayar cukai di KL rencat akal dan tak tau buat penilaian. Ataupun kerana KL adalah ibu negara yang penuh kekayaan dan sebarang keputusan politik penting akan dipengaruhi dengan pentadbiran di KL ini)


4. Sri Inai Townhouse (Phase 5 C) Lot No: 24280 (Sub lots 732 – 782) masih tiada CP sejak 7 Nov 2002 dan hakmilik bahagian (strata title), mengapa? Apakah tindakan DBKL?

Sampai hari ini, 16 April, masih tiada jawapan. Sistem hantaran 3 hari? Sila semak jumlah hari sekarang.

5. Saya telah hantar satu surat bertarikh 31 March 2008 kepada Pejabat DB mengenai pemotongan pokok sepanjang jalan Genting Kelang. Saya Tanya mengenai butir-butir projek iaitu tujuan, nilai, mengapa projek dijalankan secara rahsia, siapa telah diberi kontrak untuk kerja ini dan adakah pemberian kontrak ini adalah secara tender buka

Sampai tanggal 16 April, tiada jawapan lagi

6. Kg Puah - Banjir kerana tiada kekurangan pembatasan –air daripada Sungai Gombak melimpah keluar. Saya diberitahu memang ada kerja membuat pembatasan tetapi kerja telah ditinggalkan selepas sedikit kerja dijalankan. DBKL harus menghabiskan kerja ini supaya penduduk di tepi SG tidak menghadapi masalah lagi semasa hujan lebat

Semasa banjir, ramai penghuni sana telah mengalami kerugian kerana banjir. DBKL harus memberi bantuan kewangan kepada mereka. Adakah DBKL akan memberi suside kerana mangsa?

Apa telah berlaku dengan projek pembatasan? Berapa banyak sudah dibayar? Siapa Kontraktor? Mengapa projek diabaikan? Apakah tindakan? Akan diambil oleh DBKL untuk memberhentikan kejadian banjir ini?

(nota penterjemahan – hanya itik-itik sana yang tak marah dengan banjir ini. Saya rasa mungkin bantuan kewangan adalah mustahil kerana kena bayar pemotong pokok rahsia. Jika tiada pilihan raja jawatan Dato Bandar, lebik baik jawatan ini dimansuhkan dan diambil alih oleh Menteri WP. Masalah remeh-temeh ini akan didebat dalam Parliament)

7. Dakwaan rasuah di DBKL adalah banyak. Umpamanya:


Beberapa hari dulu, seorang penghuni KL diminta membayar RM700 kepada pegawai DBKL untuk menjatuhkan sepohon pokok tetapi persetujuan akhir adalah RM400. Saya telah memberi semua keterangan terperinci kepada Encik A J Shaari untuk tindakan.

Saya telah menerima jawapan standard pada 14 April – dalam process siasatan dan sebarang perjumpaan akan diserah kepada saya (YB Wee). Saya pasti saya tidak terima sebarang jawapan jika saya tidak pergi mengejarnya.


Petaling Street (Chinatown). Mengapa di tengah Chinatown (daripada jalan masuk Jalan Tan Cheng Lok sampai Hong Leong Bank hingga Jalan Hang Lekir) telah dipenuhi penjaja-penjaja khasnya buah-buahan dan dianggotai oleh pendatang2 haram. Gambar2 telah diberi kepada Datuk Bandar.

Dalam mesyuarat 7 April 2008, Datuk Bandar janji tindakan2 akan diambil.

(Note penterjamah: Oriental Daily hari ini, melaporkan bahawa Naib Menteri WP, Saravanan merajuk bahawa oleh kerana ugutan ugutan YB Wee, DBKL akan mengambil tindakan-tindakan keras terhadap penjaja di Petaling Street dan janganlah benci kepada pihak DBKL – tengok, siapa yang telah setuju terlebih dahulu?…baca certia seterusnya dan buatlah rumusan sendiri siapa yang mengabil berat tentang negara kita ini)

Seperti biasa tiada sebarang yang berlaku. Pendatang haram/penjaja tidak berlesen semua kerja untuk seorang taukey China terus berleluasa umpana tiada undang-undang di KL.

16 April 2008 saya telah hantar satu SMS kepada Tuan Shaari bin Ahmad Junid bahawa tiada tindakan di ambil

Pada pukul 11 page hari ity, saya terima panggilan telefon daripada DBKL pihak Jabatan Penjaja bahawa jabatannya tidak ambil tindakan kerana sedang berunding dengan Persatuan Peniaga Kecil Kuala Lumpur

Jawapan nan paling bodoh saya dengar. Mengapa DBKL boleh tahan dengan pendatang haram dan pada masa yang sama adalah tanpa licence.

(Translators’ note: YB, yr guess is as good as mine: ini susah diterjemah..tekaan saya dengan YB mungkin sama…)

Saya dengan segera menjawap bahawa alasannya todak mengambil tindakan adalah tidak boleh diterima kerana dengan adanya pendatang haram, tindakan2 segera harus diambil untuk melindungi rakyat Malaysia. DBKL telah jadi buta. Dia pun jawap notis akan dikeluarkan.

Saya percaya kes-kes rasuak adalah terlibat jika tidak DBKL tidak akan cari alasan-alasan untuk pendatang haram.

Tidaklah susah untuk Datuk Bandar untuk menyaksi Jalan Petaling telah disekat oleh pendatang haram. Dia hanya perlu meneliti gambaran CCTV yang telah dipasang untuk tujuan keselamatan (Nota penterjemah: YB, you pasti itu hanya untuk tujuan keselamatan sahaja?) Saya rasa Datuk Bandar tidak perasan semua ini kerana dia sedang tidur ataupun membenarkan amalan rasuah.

Apabila projek mencantikan Jalan Petaling dilancarkan di 2001, Datuk Bandar ketika itu janji tiada binaan kekal dibenarkan di situ dan semua penjaja mesti mengalihkan barang-barang selepas waktu niaga. Gambar no 4 telah diberi kepada DB dan dia janji tindakan akan diambil.

Sampai hari ini (16 April) tiada tindakan oleh DBKL untuk mengalihkan semua binaan-binaan kekal. Apabila aduan-aduan dikemukankan oleh WP kepada BD dan tidak ada tindakan diambil, adalah kerana satu alasan sahaja – rasuah.


(Noa penterjemah – saya rasa YB harus berprihatin sikit – mungkin sikap leka ada alasnnya. Untuk tuduhan rasuah, harus ada bukti kukuh sebelum tuduhan boleh dibuat dan untuk DB, jika tiada ambil rasuah, boleh keluar untuk menjelaskannya dan mengambil tindakan-tindakan yang sepatutnya)

Seorang penjaja tidak berlesen, dan juga taukey kepada para penjaja haram, telah dibenarkan mendirikan kedai-kedai tetap di penjuru jalan di tepi Hotel Furama di Jalan Sultan (tengok gambar 5)

Nota:

Tentulah, tiada tindakan sampai tanggal 16 April. Amalan-amalan biasa DBKL mengenai perkara-perkara ini!!! Mengapa? DB patut tahu, bukankah?

8. Terlalu banyak projek perumahan dan bangunan-bangunan perdagangan (terutamanya oleh syarikat pembangunan Platinum Victory Sdn Bhd) telah diluluskan oler DBKL untuk Wangsa Maju tanpa memikirkan kemudahan-kemudahan awam di kawasan tersebut. Sudah terdapat pembangunan berlebihan di Wangsa Maju dan telah menyebabkan kesesakan lalulintas di Jalan Genting Kelang saban hari.

DBKL harus siasat samaada projek perumahan dan bangunan dagangan di Wangsa Maju oleh Plantinium Victory Sdn Bhd ada mengikut polisi pembangunan DBKL.

Sebidang tanah DBKL yang besar banyak tahun dahulu dan merupakan tasik besar telah dibahagikan untuk sebuah syarikat pembangunan (percaya adalah Platinum Vicotry SdnBhd). Apakah sebab tanah ini diperuntukan dan adakah suatu tender persendirian untuk projek ini.

9. Penswastaan tempat-tempat letak kereta – mengapa hanya diberi kepada beberapa syarikat sahaja. Salah satu adalah Satu Padu Sdn Bhd, Asas Budiman Sdn Bhd, Panaxis Sdn Bhd (depan Victoria Station, dekat Bangsar – sewa RM3,000 sebulan) Adakah ini dibuat dengan tender terbuka?

i. Pasar Selayang – kontrak tempat letakkereta telah diberi kepada Islamic University Sdn Bhd dulu untuk RM435,000. Mengapa tahun ini untuk RM405,000
Dalam mesyuarat tarikh 7 April, seorang pegawai China DBKL janji akan memberi maklumat penuh mengenai syarikat-syarikat yang telah diberi kontrak mengutip bayaran letak kereta.

Seperti lazimnya hingga hari ini (16 April) saya belum terima sebarang maklumat daripada DBKL. Ini adalah janji system hantaran 3 hari!! Bila saya akan diberi maklumat ini?

Tiada jawapan mengenai pengurangan bayaran kontrak mengutip bayaran letak kereta untuk Pasar Selayang yang diberi kepada Islamic University Sdn Bhd daripada RM435,000 kepada RM405,000 setahun? Mengapa? Adakah ini disebabkan penglibatan seorang ahli politik veteran UMNO? Sehingga hari ini (16 April) tiada jawapan daripada DBKL? Mana system hantaran 3 hari. Saya rasa DBKL perlu satu system hantaran 3 tahun.

10. Kontrak terbang pokok di WP berakhir pada Julai 2007 dan tiada kontrak baru dibuat. DBKL terus menggunakan kontraktor yang sama dari sebulan ke sebulan. Mengapa? Jalanan Taman & Seni tidah sain kontrak baru?

Sampai hari ini (16 April) tiada jawapan daripada DBKL? Mengapa tidak ada jawapan? Sistem hantaran sudah koyakkah?

11. DBKL menandatangani perjanjian dengan anak syarikat Green Packet Company bernama Packet One Sdn Bhd untuk membekalkan KL wireless (note penterjemah: sejenis kemudahan internet tanpa pemasangan talian) dan belanja kontrak adalah melebihi RM60 juta.

Adakah kajian khas telah dibuat? Adakah tender buka dibuat? Jika tidak, mengapa?

12. Rumah sampah di Section (? – nota penterjemah mungkin maksud YB adalah rumah sampah Wangsa Maju) dan tempat-tempat lain di KL adalah dalam keadaan tidak memuaskan. Apa yang telah berlaku kepada belajawan RM1 juta yang telah diperuntukan?

13. Tanah Hakmilik MA/WP Lot 21717 – PT 1123 Mukim Setapak, KL. Pada 23 November 2007, DBKL telah mengeluarkan pemberitahuan supaya mengosongkanl tempat kepada penghuni dan peniaga supaya keluar daripada tempat tersebut. Pada 3 April 2008, satu lagi pemberitahuan dikeluarkan kepada pihak yang sama namun alasan supaya mengosongkan tempat itu adalah berlainan dengan sebab yang dikemukakan dalam pemberitahuan nan pertama iaitu Cadangan Mempertingkatan Jalan Genting Kelang Dari Persimpangan Jalan Air Panas hingga Persimpangan Jalan 1/27A, KL . Bagaimana 2 pemberitahuan untuk mengosongkan tempat boleh mengandungi penjelasan yang berlainan dan apakah rancangan untuk mereka yang terlibat.
