Your MP's Question of the Week #2

Should the Ministry of the Federal Territory be abolished given the fact that it is only a political ministry of patronage, and, it duplicates the functions of the office of the Datuk Bandar of Kuala Lumpur which has sole vested executive power as provided in the Federal Territory Act?

YB Zulhasnan should be appointed as Menteri Undi Pos!

(Terjemahan ada berikut di bawah -

Press release by Wee Choo Keong, MP for Wangsa Maju - Kuala Lumpur, 27 March 2008

Yesterday, an officer of the Minister of Federal Territory, YB Zulhasnan, contacted the secretariat of the 10 Wakil Rakyat (PKR, DAP & PAS) from Barisan Rakyat to inform that YB Zulhasnan wanted to meet us on 4th April 2008.

During the meeting of the 10 Wakil Rakyat on 25 March 2008, it had already been unanimously decided that we shall not entertain YB Zulhasnan as he is not a fit and proper person to be appointed Minister of Federal Territory, as he is the sole opposition MP in Kuala Lumpur.

Moreover, YB Zulhasnan relied solely on “Undi Pos” to win the Setiawangsa constituency. Therefore, he should be appointed as “Menteri Undi Pos!”

YB Zulhasnan, being the sole opposition MP in Kuala Lumpur, does not enjoy the support of the majority of the Wakil Rakyat in Kuala Lumpur. Therefore, there is no legitimacy for him to be appointed as the Minister of Wilayah Persekutuan. YB Zulhasnan is just a political appointee of the lame duck Prime Minister. Further more, under the Federal Capital Act the only person that has executive power in Kuala Lumpur is the Datuk Bandar Kuala Lumpur.

In the light of the above, I call upon the Prime Minister not to waste public fund by appointing a Minister of Federal Territory, who has no power whatsoever to do anything for the residents of Kuala Lumpur. Therefore, the lame Duck Prime Minister should immediately disband the post of Minister of Federal Territory in order to save money for the nation.

YB Zulhasnan sepatutnya dilantik "Menteri Undi Pod!"

DBKL, stop harassing hawkers, petty traders, DBKL tenants and others!

(Terjemahan ada berikut di bawah -

JOINT PRESS RELEASE OF THE 10 OPPOSITION MPs IN KUALA LUMPUR

The 10 opposition Members of Parliament (namely Bandar Tun Razak, Batu, Cheras, Wangsa Maju, Kepong, Titiwangsa, Lembah Pantai, Bukit Bintang, Segambut and Seputeh) met last night (25-03-08) at Federal Hotel. The following resolutions were unanimously resolved:

We, the 10 opposition Members of Parliament in Kuala Lumpur, note that two months prior to the 12th General Elections (GE) DBKL was very relax in taking actions against the hawkers, petty traders, DBKL tenants and others.

We also note that immediately after the completion of the 12th GE, resulting in the clear rejection of BN by the KL residents, DBKL swung into actions to victimize and/or punish the hawkers, petty traders and threaten to victimize and/or punish the DBKL tenants in the opposition held constituencies, for the miserable performance of BN in the GE.

We strongly condemn DBKL for involving itself in politics and taking such concerted actions to victimize and/or punish the hawkers, petty traders and DBKL tenants for exercising their democratic rights in the 12th GE to elect the 10 opposition MPs from PKR, DAP and PAS in Kuala Lumpur.

We call upon the Datuk Bandar Kuala Lumpur to immediately stop the political actions in victimizing and/or punishing the hawkers, petty traders and DBKL tenants for exercising their democratic to elect the MPs of their choice.

Your MP's Question of the Week #1

(Terjemahan ada berikut di bawah -

UPDATE, 28 March: To Anonymous of 23 March, 15:14 - Be informed that I have spoken to the Selangor Education Department in Shah Alam today. The person in charge promised to look into your 'complaint' and will be speaking to the headmaster concerned. The ministry further added that that kind of request is totally unacceptable and should not have happened. Thank you.

UPDATE:
Some pixs of the Jamuan Makan Malam at Taman Bunga Raya on 19 March 2008. To view, please click here.

Starting today, I will be writing a weekly 'blog-lumn' (as in a newspaper's weekly column) called Your MP's Question of the Week.

The questions I will be asking in this blog-lumn will usually be in reference to issues which are of public or national interest.

I hope they will be interesting enough to generate a discussion of some sort regarding the topic and for me to gauge the response that would be forthcoming from my readers. This will, in a way, help me in my parliamentary work when the session begins soon.

Your feedback for this week's inaugural question is most welcome. Please participate in the discussion responsibly. Thank you.

Your MP's Question of the Week #1 is :

Should Badawi’s administration use taxpayers’ money to grant more subsidy to AirAsia, and, also build a bigger airport for its exclusive use as planned so that AirAsia can effectively compete with our national carrier, MAS, in the fastest time possible?

Soalan Mingguan MP Anda

Press Release by Wee Choo Keong, MP for Wangsa Maju

(Terjemahan ada berikut di bawah -

19th March, 2008
, KL

THE NEW ECONOMIC POLICY – “NEP”

THE NEW DEVELOPMENT POLICY – “NDP”

I fully support the New Economic Policy (NEP), which was introduced by the BN Government in 1971 to promote growth with equity with the objective of fostering national unity among the various races. The main noble objectives of NEP were:

1. To reduce and eventually eradicate poverty by raising income levels and increasing employment opportunities for all Malaysians, irrespective of race; and

2. Accelerate the process of restructuring Malaysian society to correct economic imbalances so as to reduce and eventually eliminate the identification of race with economic function.

The NEP was supposed to have expired in 1991 (after 20 years). However, the above objectives have not been strictly adhered to by the BN government.

The NEP recognized that the restructuring of society to correct imbalances was to be achieved by undertaking “within the context of a rapidly growing economy which offers increasing opportunities for all Malaysians. This was considered essential for ensuring that the distribution of income, employment and ownership would be implemented smoothly, without making any particular group feel a sense of loss or deprivation.

Obviously, the NEP has failed miserably because less than 10% of the Bumiputras benefited from the NEP. To put it bluntly, only the UMNOputras or those connected directly or indirectly to the UMNOputras are the beneficiaries of the NEP.

In 1991, after a good 20 years the BN government had failed to eradicate poverty as intended under the NEP, the BN Government had to come out with another policy called the New Development Policy (NDP), which was actually an extension of the NEP. The NDP was supposed to build upon the so-called achievements during the NEP (i.e. 1971 – 1991) “to accelerate the process of eradicating poverty and restructuring society so as to correct social and economic imbalances”.

According to the spirit of NDP, “National unity remains the ultimate goal of socio-economic development because of a united society is fundamental to the promotion of social and political stability and sustained development.”

The NDP further stressed that “Development policies and strategies under the NDP take cognizance of the diversities of Malaysians – ethnic, linguistic, cultural and religious as well as regional – so that harmonious, tolerant and dynamic society could progressively created.”

It is also the policy of BN Government that the “NDP will continue with the efforts to correct economic imbalances to create a more just, united, peaceful and prosperous society. To this end, more effective effort will be made to reduce poverty, irrespective of race, as well as to restructure society so as to achieve an equitable distribution in the context of a healthy and sustained economic growth.”

It is most unfortunately that eradication of poverty was never the priority of the BN, especially UMNO, the BN leaders have lost focus and poverty in the Malay community or the Chinese or Indian community for that matter was not eradicated as originally targeted.

In fact, in year 2008, some 27 years after the inception of NEP and 17 years after NDP, the poor Malays, Chinese and Indians remain poorer. The rich and powerful UMNOputras got richer and more powerful. In short, the NEP and NDP have been abused by the UMNOputras at the expense of the ordinary Malays. I would go further to state that the above noble spirits and objectives of the NEP and NDP have been rendered meaningless by the UMNOputras.

We need not go further to illustrate the abused of the NEP and NDP. Just look at these three classic cases below:

i. where a young Malay boy of about 30 years, who was known to be unemployed but with strong political connections with high ranking UMNOputra, was known to have owned RM200 million worth of shares in a company;

ii. the “AP Kings” cases where several hundred thousand of APs were given to a few Malay individuals, who were closely connected to the UMNOputras; and

iii. the late Zakaria Md Deros, who was just a gate keeper for Kerataapi Tanah Melayu, and after joining UMNO he became super rich and he was able to build a “palace” with 21 toilets in Klang without Majlis Perbandaran’s approval.

The lists of the abused of the NEP and NDP by the UMNOputras are inexhaustive.

When it suits the UMNOputras, they we will just wheel out the NEP/NDP and make their battle cry that our Malay brothers and sisters needed to be protected. If one were to carefully examine the current economic cakes and one will come to the conclusion that more than 30% of many economic sectors are dominated by a less than 10% of Malays, who are either UMNOputras or directly or indirectly connected with UMNOputras. For example, 95% of the financial institutions have been owned and controlled by only a few percent of Malays, who are the UMOputras or connected to the UMNOputras.

It is clear that the NEP/NDP have failed totally and the majority of the Malays have now realized that the NEP/NDP have been abused by the UMNOputras to benefit only a handful of politically connected individuals.

Our Malay, Chinese and Indian brothers and sisters have spoken out loud and clear in the recent 2008 12th General Election, which have resulted in the BN losing its 2/3 majority in Parliament and control of Penang, Selangor, Perak, Kedah and Wilayah Persekutuan.

I call upon the BN government to review the NEP/NDP by setting as new condition whereby qualification for assistance under the NEP/NDP is by way of mean test and not based on race. Mean test is the best yard stick to determine whether or not a person is entitled to receive the assistance and benefits under the NEP/NDP and this will no doubt put an instant stop to the abuse of the NEP/NDP by the UMNOputras. Thereafter, we will see the actual eradication of poverty in all communities and real restructuring of Malaysian society to correct the economic imbalances, without making any particular community feel a sense of deprivation.

DASAR EKONOMI BARU - DEB

DASAR PEMBANGUNAN BARU - DPB

1. Seorang anak Melayu yang berusia lebih kurang 30 tahun yang dikatakan mempunyai hubungan rapat dengan dunia politik dan mempunyai ranking tinggi dalam UMNOputra telah berjaya memiliki RM200 juta saham dalam sebuah syarikat;

1通過提高全民收入、增加就業機會來降低、繼而消除貧窮;

Calling all Wangsa Maju-ians to look out for suspicious characters and suspected criminals!

After I got back from my trip, I am saddened to learn that 2 of our residents in Wangsa Maju are victims of car thefts.

My sympathy goes to Ms Siew Ping Ping and Encik Junaidy's father.

I have since contacted Chief Inspector Tuan Mispani concerning the 2 cases and he has given his assurance that the matter will be urgently looked into. Tuan Mispani has also agreed to step up surveillance of the hot spots.

I would like to take this opportunity to appeal to all Wangsa Maju-ians to help cooperate with the police by reporting any suspicious character or suspected criminal near or within your vicinity. The Wangsa Maju police station telephone number is 03-4149 2222.

As I see it, fighting crime in our constituency should be a joint effort between our police and our residents. So let us 'declare war' against the perpetrators of crimes in Wangsa Maju from this day onward. Let us work together to help make Wangsa Maju a safer place for us and our families.

Please continue to leave a comment on this blog or email me at weeck@streamyx.com every time a crime has taken place in Wangsa Maju so that I can follow up with the police regarding the matter.

Thank you.

Away and on the road

My dear brothers and sisters,

Let me assure you I am here to serve.

This blog serves as a platform for us to connect and engage and it will help us tremendously with the work we need to do in Wangsa Maju.

Yes, I do read your comments when time permit. And as I have said before, I would have wished it humanly possible to reply to every comment given our 24-hour-day capsule that also have continuous renewing work and commitments coming on stream.

Please understand and keep talking. It's through our talk that we get to know issues and we can prioritize accordingly.

Be informed that I will be maintaining blog silence until the weekend. I will be travelling and be away on other matters.

1 police personnel to every 4,400 Wangsa Maju-ians

I was at the Wangsa Maju police station this morning as our first step in looking into the security problem in the constituency. Below is the full report in Malaysiakini:

-start -
Wangsa Maju: Reality check in curbing crime
Fauwaz Abdul Aziz | Mar 11, 08 3:24pm

There is just one police personnel for every 4,400 people in the Wangsa Maju parliamentary constituency in Kuala Lumpur - a finding that has left newly-minted MP Wee Choo Keong shell-shocked.

He visited the Wangsa Maju police station this morning, as part of his post-election rounds, to bring up security issues as these have been at the top of voter concerns.

Wee, the secretary-general of the Malaysians Democratic Party, had contested the seat under the PKR.

Inquiring into the rise in crime in the constituency over the past several years and action being taken to reduce the rate, Wee said he was in turn asked what actions he had in mind given the dire lack of resources and personnel.

“I was told there are 68 police personnel in charge of Wangsa Maju. This means every police personnel has to take care of 4,400 residents. I find this completely unacceptable!” he said when contacted after his meeting.

There are about 300,000 residents in Wangsa Maju currently, but the number is expected to rise to more than 400,000 over the next decade.

Wee said he has not met with the Setapak district police chief or other senior police officers as his purpose this morning was to meet with the lower- and middle-ranking officers.

When he asked what has prevented a larger intake of recruits, Wee said he was again shocked to hear the reason for the poor response among young Malaysians to a career in the police force.

“Some personnel have a basic salary of only RM800 a month. No wonder nobody wants to join the police force. How can you survive with only RM800 a month, especially in the Federal Territory!” he exclaimed.

“This will be something I will bring up with the district police chief and hope it will be brought up to the Inspector-General of Police.”

Crime in Setapak district, which encompasses Wangsa Maju, has reportedly soared in recent years, although the crime rate has generally risen nationwide.

Analysts have cited the crime rate and economic hardship as among key reasons for the Barisan Nasional’s (BN) electoral setback, with only 140 of its parliamentary candidates winning in the 12th general election last Saturday.

Opposition candidates, meanwhile, had their best-ever showing, capturing 82 seats in Parliament and denying the BN retention of its two-thirds majority.

BSKL suspended until further notice

BREAKING NEWS! 3.43 pm

In 1998/99 BURSA SAHAM KL introduced the "Circuit Breaker" where if there is a drop of 10% of the index the circuit breaker will trigger and the BSKL will suspend trading. Today the BSKL circuit breaker did trigger when the index dropped by 130 points and the BSKL was suspended until further notice. This is the first time that the BSKL was suspended since the circuit breaker was introduced.

This is a very clear sign that the investors have lost confidence in the BN government where the PM, Datuk Seri Abdullah Badawi hung on to office when BN, under his his premiership has lost many parliamentary and state seats, and more importantly lost 4 States to the Barisan Rakyat component parties.

As an MP for Wangsa Maju I call upon PM, Datuk Seri Abdullah Badawi to resign immediately to save the country from diaster and overcome the crisis of confidence. The Malaysian people from all walks of life have spoken out loud and clear and the PM must listen and step down immediately.

Wee Choo Keong

A new beginning for Wangsa Maju

UPDATE 7.00 pm: It's confirmed I have secured an appointment with the Chief Inspector of Wangsa Maju police station at 11.30 am tomorrow (11 March) to discuss the security issue in the constituency

My brothers and sisters,

After some much-needed rest, I am glad that I am now back on my feet again - ready to serve.

But first thing first, a big thank you for all your support to help get me into parliament. I am now your Ahli Parliament Wangsa Maju. Walk with me. Our journey has just begun!

Your interest will always come first. Your voice will be my voice. Your fight will be my fight. I will serve Wangsa Maju without fear and favour - so help me God.

Brothers and sisters, please give me some time to set up my new abode in Wangsa Maju. I will have to review our constituency's need and see where would be the most ideal place to locate our bilek gerakan or nerve center to serve Wangsa Maju effectively. So please bear with me okay.

By the way, here's a little aside news. I was privy to information that almost all the major newspapers in the country had been booked by the Barang Naik party to advertise their congratulatory messages on 09 March to celebrate their victory. But the spaces booked were apparently cancelled at the last minute on Friday 07 because they heard Barang Naik party was going to lose big time! Boy, were they right.

The wind of change has blown and it will continue to blow until every specter of racism, injustice and corruption in our country is cleared.

The rakyat has spoken. The rakyat is the boss. The rakyat will call the shots. The rakyat will take back control from the arrogant, the corrupt and the hypocrites.

Walk with me my brothers and sisters. With about 60,000 of you registered voters behind me, we cannot fail!

Our first item on our agenda is the security situation of Wangsa Maju. I will be meeting up with the OCPD of Wangsa Maju soon to urge him to give this item first priority. Then I will seek the commitment of the IGP on same. Then I will take our case to Parliament to make this issue into a national agenda. Wangsa Maju will lead the way.

The second item on our agenda in Parliament will be our judiciary. We need to fix it urgently as you have seen how our judges have been influenced and controlled by businessmen and lawyers.

Until and unless our judiciary is clean, independent and incorruptible the rakyat will never enjoy full freedom and democracy. The rakyat will not have their protection of last-resort. This will never do. Justice is not for the rich only but also for the poor and the down-trodden - the ordinary rakyat.

Justice is a right, not a privilege. Justice can never be held ransom. Justice is not for sale in the supermarket.

Walk with me Wangsa Maju. Interesting times are ahead for the better. Should you have issues that I should bring up in parliament on your behalf, please feel free to leave me a comment. I need inputs from you.

Thank you and have a good day.

09 March 2008

Wangsa Maju, you won!

It's your victory, Wangsa Maju. Celebrate it. I am not important. What we do together is. Walk with me. It's your trust, support and vote that made all the difference. yang Berkhidmat will remain as yang Berkhidmat ... serving with humility always.

Update 09 March, 11.35 pm : Wangsa Maju rakyat are a fortunate lot. You even have this blog watching out for you. I just hope my best is good enough. The link is here.

Terima Kasih, Xie Xie, Nandri, Thank You !

It's just passed 5.00 pm, Saturday, March 8, 2008.

The casting of votes for the 12th General Election has ended. And I was informed that the first results of the poll will probably begin to trickle in as early as 7.00 pm.

We shall wait with anicipation for ours.

For Wangsa Maju, like all other constituencies throughout the country, there will only be one winner, be it for state or parliament.

In our case, one representative will represent you Wangsa Maju-ians in Parliament. I pray that you have voted wisely ... rightly, and everything being equal, may the better man wins.

I hope, with all the support that you have shown and given me for the last 13 days, to be that man. For I sincerely believe I will be more than able to do the job. I know deep in my heart Wangsa Maju's problems are not insurmountable. All that is needed is for that one man to stand fearless to speak for the rakyat of Wangsa Maju and to serve without fear or favour.

We shall know, won't we, who it will be before the night is over.

Whatever the outcome, I will accept the report card that you have issued me. Whether I win or not is not important. What is important is that Wangsa Maju wins. Let the rakyat's voices be heard and let the changes that are so sorely needed here begin to take place and not be empty promises.

Should I be unsuccessful in this campaign, let me assure all Wangsa Maju-ians that I will continue to be available to serve you should you require my service. That is my promise and my commitment.

I would like to take this opportunity to thank all Wangsa Maju-ians for indulging me and giving me the opportunity to share with you my concerns and vision. I also thank you for your trusts, warm welcome and warm encouragements. I also thank you for doing all you can to help me promote my cause.

My sincere thanks also go to my fellow party members, associates and friends who tirelessly sacrificed their time and effort to help in my campaign. There's absolutely no way that I could have done it all on my own.

Thank you. We'll be in touch.

Wangsa Maju, it's your call

Wee Choo Keong to Serve

Wee Choo Keong yang Berkhidmat

I have said it in the beginning and I will say it again now:

We are the managing directors of our destiny. Let us take control and not delegate this responsibility to the self-serving lot that has become so commonplace.

I am here to serve Wangsa Maju without fear or favour and let it be known our common interests are always above my own – so help me God.
